My kids seem to HATE the stroller. They get all slouched over in it, and they sit there with glazed looks in their eyes. I think they are *really* uncomfortable in it. They always squeal with delight when we pull them out, and sometimes they cry when we put them in the stroller
I'm thinking we might want to buy a different stroller that has more supportive seats, so they won't slouch over, but it seems silly since my guys are SO close to walking now.

No, my girls love it in there. We can go on long walks and they're happy. We also have single Valcos, and they seem happy in there too. Have you tried another stroller to see if they just hate strollers or if it's the City Mini?
Dont know about the stroller in particular but, I wouldnt skip out on a stroller just b/c your kids are close to walking. My son is over 2 and if we go somewhere where we will need to keep him contained, we bring a stroller. Having him wander around the mall is not my idea of a good time. And that is just ONE kiddo. I am preg with twins and am trying to figure out what to do to still keep him contained while the twins are in a stroller.
If they are more comfy in a different one, I would definitely switch rather than try to go without one.
