Victoria is my favorite of your options.  My great-aunt was Victoria and everyone called her Torrie, which was a nice change from Vicky.

I also think Elaine, Teresa, Anissa, and Alexandra would be good options for a sister to Kate.

My name is Kathryn Elizabeth, so good taste in names! :-)  My sister is Kristin Nadine (Nadine is my mom's name).  Other names I think would go well are Alexandra, Charlotte, Victoria or Emily.  All very regal sounding - love it, totally my style!
