I know you said other than Disney but Downtown Disney is fun (and free!) to walk around and look at all the shops. Usually there is some kind of magic show going or something to see.
That's all I can think of for that age...
My 2 girls, both born on a Friday the 13th, are exactly 2 years, 2 months, 2 hours and 2 minutes apart! And Baby Boy joined us October 11, 2013!
There is a place called Birthday World in Altamonte Springs. I take my 2 yr old and she LOVES it....it has rides and bounce house things.. an area just for the little ones.
There are also a ton of parks... they are free and all over town.
An hour drive to Cocoa Beach...
There is an attraction at the Gaylord Palms Hotel called ICE. I am planning on taking my daughters later this week.

Ditto on the Downtown Disney. Kids absolutely love the Lego store. Fantastic Lego sculptures built all around the outside, including a seamonster in the lake.
