My son is, but I have two co-workers with 8 month old babies that are not doing either. Their doc told them it can take up to 10 months sometimes.

DD is 7.5 mos. but not crawling. She is sitting, though. We basically had to force it. We tried to help her sit like 5 times a day until she stopped slumping. Eventually it happened.

My 9 month old has no interest in crawling.  She pulls up on things to stand, but has not crawled at all!

DD just finally did an "up on all 4's" crawl today. She was sitting well at 6 months though.

 

And FWIW, it can take longer than 10 months, like a pp said. 2 of our neighbors had babies who didn't crawl till after their 1st bday, and they are fine!

My DD has been army crawling forever, but just can't seem to get up on all fours.  She tries.  She also tries to sit up, but can't quite make it on her own.  She has a super-long torso and kind of short legs (just like her mom); my theory is it's hard to haul her torso up in the air.

Mine sits, but doesn't crawl. She hardly ever rolls too.
