I can't remember exactly how I did it...but I think there was an option in my photo program where I could pick "resize" and then type in the pixels. First you want to make sure the image you're resizing is square, though!
I used a "bump badge" instead. I agree- that is ugly and certainly not very inclusive.
Edit-- to put on your profile, find the bump badge, Right click and choose "save image as.." Go to my bump and edit your profile. There should be a place to upload a new jpg.
Oh, and to answer your question, I use MS Paint. I bring up the picture, then I use the square tool to select an approximate image square, then I select cut. Then File->new image (don't save the old one), and Edit->paste, then File->save.
