How do you make a custom blinkie?

I posted this earlier in the week and had only 1 reply... and she said that someone else made it for her. Anyone know of a way for us non-computer people to make blinkies? LOL, thanks!

I just figured it out on Illustrator. I set it to 200px-75px. I am not sure how to get the flashing around the edges though! I am still working it out.
