I've heard that it's only unsafe to swaddle when they roll from back to tummy (but I'm not an expert or a doctor). My LO wiggles/rolls like you describe all the time, and we still swaddle him every night.
I'm in the same boat and wonder the same thing. What if they roll onto their tummies during the night? Are arms swaddled in? Mine are bc he wakes when they're out. Some say to do tummy sleeping, but he thinks its tummy time and holds himself up and gets upset.

baby is partially rolling,

When my LO rolled back to side I swaddled with one arm out. Now he rolls completely so he is swaddle free and doing well.
