I like them all, but I'd avoid having the middle names rhyme (Rae and Shea) that's a little gimmicky to me.
I think Anabelle is my favorite on your list.
Penelope is on our short short list!
The name I like best is Anabelle - though I prefer the spelling Annabel. I don't know why, but that is how we had it on our list. I like Shea as the middle name but I don't like how rhyme-y it is with Rae (which I also love).

Like PP said though, I don't really like the Rae/Shea rhyme thing.

The other names seem kind of "plain" to me paired with Penelope.
