Are you looking for one area of the city or all over? Eden prairie has a free one at miller park, Apple Valley also has a free one at Kelly park, MN zoo has one & there is one in st. Louse park that Now cost $1 if you are not a residents (oak Hills park)
Edit - Also I know Como zoo has one but I don't know the cost
Tons of the parks in Minneapolis have wading pools. Wabun is our favorite because it is closest. There is also North Mississippi Park that is more than just the standard rectangle wading pool for those on the northern side.
Como Town's sprinkler play area is one of their "rides" that you can use points to get a wristband good for the whole day. It works out to about $4 if you just buy enough points for the wristband. $0.22/point x 18 points = $3.96
There is a park with sprinklers in St Paul, Lewis Park. It is near Mama's. Not the best neighborhood and quite littered the two times we've been there. I think it is funny that it refers to it as a "tot lot" since the other playground equipment is not for the younger kids at all.
There is one in Apple Valley - Kelly Park. I haven't been there yet but will be going this week. It's free.
