Are 6 to 12 month size baby shoes the same as size 3?

I have no idea, but my kids foot is too fat for normal baby shoes. I bought a 6-9 and 9-12 month pair of sandal. No dice. His little chubby foot wouldn't budge. LOL.

I'm too scared to order shoes by the age group. He's a 3 1/2. That's all I know.

Liam is wearing a 0-6 still.  His feet aren't growing!  LOL!  But my ODS has small feet too. He's barely in an 11 and kids his age are wearing 2's and 3's.
