We have this exact same issue... He lasts maybe 2 mins n his tummy when he's on his mat before he's crying and still (at 11weeks) won't lift himself up at all. He does a good job of propping himself up when he's against our chest but that because he hates the position and is wriggling all over to get away! He won't do anything but scream on the floor!

I think you should just stick to trying it out. Even if its only a minute at a time, a few times a day it should help your LO. Hopefully they will start to enjoy it and tummy time will slowly increase.

DD has to do physical therapy, and part of it is absolutely making sure that she gets about 15 minutes of TT in a day. Its a PITA because she hates it. The main reason she hates it is because she wants to look around, but can't because she doesn't have the head control as of yet. I will let her fuss a little during it (not full blown crying), otherwise we would never get it done. I also try to get down on the floor with her and talk to her, and put a toy in front of her face. It doesn't help calm her down in the slightest, but it might help your LO.
