Cookie dough ususally has raw eggs. I don't THINK the ice cream does, but double check ingredients to make sure. This cookie dough dip is a great substitution, though, which is totally safe:

I think that its a no to the actual cookie dough because of the raw eggs, and ok to the ice cream because it is pasturized. The intention with cookie dough ice cream is to eat it raw, they would have to make it safe for consumption.
I would also check the label if you are talking about the cookie dough that comes in a tube, that may have been through some sort of pasturization to kill any bacteria before it is packaged. For cookie dough I made myself, I wouldn't risk it.

I think the pre made cookie dough is probably safer than home made. But homemade tastes better, especially while pregant
