Op - in regards to your question, I agree that Frankie is a nickname, not a full first name. I have heard it as a NN for Franklin, Francis and would not side-eye it as a NN for a Francine or Francesca.
If it is being used as a stand alone name, I would assume it was a boy. But if it was a nickname, I would assume either.....but I rarely hear Frankie on a boy. I know several female Frankie's, but their legal names are Mary Frances, and three named Francesca.
Some PPs have given you the heteronormative response, and it happens to line up with the more gender-fluid response: Frankie works for both. So you're safe whether socially conservative or liberal.
I think Francine, when I think using Frankie as more of a feminine girl's nn. Also, to use the word heteronormative, in this sense is really reaching. However, it's your child and you can pick whatever name you want.
Heteronormative = sticking to gender norms. I don't think it's a reach when discussing "boy" vs "girl" names. But yes, whether any mom is sticking to gender norms or not (naming baby, dressing baby, nursery decor, etc.) is a personal decision.

anyways, i would think of Fankie as a boy's name, & definitely more of a nickname than an a stand-alone name.
