Potty Problem

DD is about to be 22 months old, so I know there's no huge rush to potty train. We've been trying for a little while and she's doing well with pooping in the potty. However, she refuses to pee in it. She'll have a dry diaper in the morning, so I go and set her on the potty. She just sits there for minutes (up to 10). She will not go. She will stand up and walk around the bathroom with no diaper on, starts peeing, realizes what she's doing, stops, sits on the potty, then finishes. I don't understand why she won't just use it to begin with.

Any thoughts? Or is just a keep trying and she'll get it kind of thing?
