Potty training help needed!

My almost 3 year old daughter is 100% potty trained at home. We have not had any accidents since we started a week and a half ago. She is dry through the night, will go by herself during the day, is fine out in public, on car rides, but is deliberately peeing on the floor at daycare. Deliberately meaning she pulls her underwear and shorts to one side and pees. Our provider is understandibly getting frustrated as am I. I am trying not to show my frustration, but it is getting difficult. When I (we) ask her why she does it she says because. Our provider offers to help her go and also tells her she can go by herself. Our provider has now requested she wear the plastic covers over her underwear or pulls-ups when she is there. I am afraid it will set us back at home if I let her wear pull-ups or plastic covers. I obviously don't want to punish her, but I am at a loss for how to handle this. Any suggestions? Is this normal?

    Have you talked to your daughter about it? What does she say?
    It sounds like acting out. Can you determine a cause?
